Video Message from HUD Secretary
In his video highlighting the success of HPRP and introducing the Emergency Solutions Grants (ESG) program, HUD Secretary Donovan calls on ESG recipients and subrecipients, CoCs, and other partners to invest highly in rapid re-housing, collaborate with CoCs, and focus on results and collecting quality data in HMIS.

Equal Access to Housing
HUD's final rule Equal Access to Housing in HUD Programs Regardless of Sexual Orientation or Gender Identity is effective March 5, 2012.

Homeless Definition
HUD published the final rule revising the definition of "homeless" in the Federal Register on December 5, 2011. This rule makes uniform the regulation for the definition of "homeless" as well as the corresponding recordkeeping requirements for the ESG, SHP, and S+C programs.

ESG and HMIS Regs
HUD is reviewing public comments submitted in February 2012 for the ESG interim rule and the HMIS proposed rule.

Revised HOPWA Reporting Forms
The Office of HIV/AIDS Housing (OHH) released revised reporting forms:
- Annual Progress Report (APR): Form HUD-40110-C
- Consolidated Annual Performance and Evaluation Report (CAPER): Form HUD-40110-D
HOPWA Financial Management Online Training
As of early May 2012, 206 people from 37 States had passed the Financial Management Online Training course. Select this link to take this self-directed course online:
2012 HOPWA Renewal Awards Announced
HUD awarded $33 million to renew 3-year agreements with 28 organizations. Selected through a competitive process, the projects represent a variety of approaches to improving access to housing and care for persons with HIV/AIDS.

Request
technical assistance
HUD grantees, subrecipients and Continuum of Care members who are implementing a homeless assistance program can submit a request to HUD for TA Provider assistance. HUD will determine who should receive on-call, on-site or long term TA.
You may Submit a TA Request to HUD for assistance.
However, CoCs requesting TA must first complete the CoC Check-up.
- CoCs can access the CoC Check-up via the CoC Lead Portal.
- CoC stakeholders who have been invited to participate in the Check-up will receive an email.
